Women Reservation bill india : केंद्र सरकार ने 16 अप्रैल 2026 से ‘नारी शक्ति वंदन अधिनियम, 2023’ यानी महिला आरक्षण कानून को लागू कर दिया है। यह कानून 2023 में संसद से पास होने के बावजूद अब तक लागू नहीं हुआ था, क्योंकि इसकी अधिसूचना जारी नहीं की गई थी।
आधी रात के नोटिफिकेशन पर विवाद
सरकार द्वारा आधी रात को नोटिफिकेशन जारी करने के बाद विपक्ष ने सवाल उठाए हैं। विपक्ष का कहना है कि जब कानून लागू ही नहीं था, तो उसमें संशोधन का बिल कैसे पेश किया गया?
2029 या उसके बाद लागू होने की संभावना
सरकार 2011 की जनगणना के आधार पर परिसीमन कर 2029 के चुनाव से महिला आरक्षण लागू करने की तैयारी कर रही है। हालांकि, पहले अनुमान के मुताबिक यह 2034 तक भी लागू हो सकता है।
सरकार ने पेश किए नए बिल
महिला आरक्षण को जल्द लागू करने के लिए सरकार ने संसद में तीन नए विधेयक पेश किए हैं:
- संविधान (131वां संशोधन) विधेयक, 2026
- परिसीमन विधेयक, 2026
- केंद्र शासित प्रदेश संशोधन विधेयक, 2026
इन बिलों पर चर्चा के लिए 16 से 18 अप्रैल तक संसद का विशेष सत्र बुलाया गया है।
विपक्ष के आरोप
विपक्ष का आरोप है कि सरकार जल्दबाजी में संशोधन कर परिसीमन प्रक्रिया को प्रभावित करना चाहती है, जिससे कुछ राज्यों को नुकसान हो सकता है।
सरकार का पक्ष
केंद्रीय मंत्री किरन रिजिजू ने कहा कि कानून को लागू करना जरूरी था ताकि उसमें संशोधन की प्रक्रिया आगे बढ़ाई जा सके।
महिला आरक्षण कानून लागू होने के बाद भी इसके वास्तविक प्रभाव के लिए अभी लंबा इंतजार करना होगा। इस मुद्दे पर सरकार और विपक्ष के बीच राजनीतिक टकराव तेज हो गया है।

Controversy Over Midnight Notification
After the government issued the notification at midnight, the opposition raised questions. They argued that if the law had not been implemented earlier, how could an amendment bill be introduced for it?
Likely Implementation by 2029 or Later
The government is planning to implement women’s reservation from the 2029 elections based on the 2011 Census and delimitation process. However, earlier estimates suggested it could be implemented as late as 2034.
New Bills Introduced by Government
To fast-track implementation, the government has introduced three new bills in Parliament:
- Constitution (131st Amendment) Bill, 2026
- Delimitation Bill, 2026
- Union Territories Amendment Bill, 2026
A special session of Parliament has been convened from April 16 to April 18, 2026, to discuss these bills.
Opposition’s Allegations
The opposition has accused the government of rushing amendments to influence the delimitation process, which could disadvantage certain states.
Government’s Stand
Union Minister Kiren Rijiju stated that implementing the law was necessary so that amendments could be carried out.
Even though the Women’s Reservation Law has now been implemented, its actual impact will take time. The issue has intensified political confrontation between the government and the opposition.
