
मोदीनगर: लेखपाल संवर्ग ने अपनी विभिन्न लंबित मांगों को लेकर शासन और राजस्व परिषद के खिलाफ चरणबद्ध आंदोलन का ऐलान किया है। लेखपालों ने मांगें पूरी नहीं होने की स्थिति में 17 अक्टूबर 2026 से प्रदेशभर में संपूर्ण कार्य बहिष्कार करने की चेतावनी दी है।
लेखपालों का कहना है कि लगातार बढ़ते कार्यभार, संसाधनों की कमी, पदोन्नति में देरी, वेतन विसंगति, स्थानांतरण और विभिन्न भत्तों से जुड़ी समस्याओं के बावजूद उनकी मांगों पर प्रभावी कार्रवाई नहीं की जा रही है। इसी को लेकर अब लेखपाल संवर्ग ने आंदोलन का निर्णय लिया है।
लेवल-5 वेतनमान और वेतन विसंगति दूर करने की मांग
लेखपालों की प्रमुख मांगों में प्रारंभिक वेतनमान को लेवल-5 यानी 2800 ग्रेड पे किए जाने और वेतन विसंगति दूर करने की मांग शामिल है। इसके अलावा करीब आठ वर्षों से लंबित अंतर्मंडलीय स्थानांतरण प्रक्रिया शुरू करने की मांग भी उठाई गई है।
लेखपालों के अनुसार, वर्ष 2025 में स्थानांतरण के लिए हजारों आवेदन लिए गए थे, लेकिन अभी तक प्रक्रिया पूरी नहीं हुई है।
पदोन्नति और स्थायीकरण की मांग
लेखपालों ने चयन वर्ष 2025-26 की लंबित पदोन्नति सूची जारी करने की भी मांग की है। इसके साथ ही विभागीय परीक्षा का परिणाम घोषित कर नवनियुक्त लेखपालों के स्थायीकरण की मांग रखी गई है।
भत्तों में बढ़ोतरी की मांग
लेखपाल संवर्ग ने विभिन्न भत्तों में बढ़ोतरी की मांग भी की है। इनमें:
स्टेशनरी भत्ता 100 रुपये से बढ़ाकर 500 रुपये
वाहन भत्ता 1500 रुपये
विशेष भत्ता 100 रुपये से बढ़ाकर 1000 रुपये प्रतिमाह
करने की मांग शामिल है।
लैपटॉप और मोबाइल जैसे संसाधन उपलब्ध कराने की मांग
लेखपालों ने भूलेख कार्यालयों और अन्य पटलों पर सम्बद्ध लेखपालों को अवमुक्त करने की मांग भी की है। इसके अलावा ग्राम सचिवालयों में बैठने के लिए जरूरी सुविधाएं उपलब्ध कराने तथा लेखपाल पद को तकनीकी पद घोषित कर लैपटॉप और मोबाइल जैसे संसाधन उपलब्ध कराने की मांग की गई है।
लेखपालों का कहना है कि मांगों पर सकारात्मक निर्णय नहीं होने के कारण संवर्ग में असंतोष बढ़ रहा है। उन्होंने चेतावनी दी है कि 17 अक्टूबर 2026 से कार्य बहिष्कार के दौरान प्रशासनिक और राजस्व कार्य प्रभावित होते हैं तो इसकी जिम्मेदारी शासन और राजस्व परिषद की होगी।
Lekhpal Employees Announce Protest Over Pending Demands, Warn of Work Boycott From October 17
Modinagar: The Lekhpal cadre has announced a phased protest over several pending demands related to salary, transfers, promotions, allowances and working facilities. The employees have warned that if their demands are not addressed, Lekhpal employees across Uttar Pradesh will observe a complete work boycott from October 17, 2026.
According to the Lekhpal cadre, increasing workload, shortage of resources, delays in promotions, pay discrepancies, transfer-related issues and problems concerning allowances have continued despite repeated demands for action.
Demand for Level-5 Pay Scale
One of the major demands is to provide the Level-5 pay scale with a Grade Pay of Rs 2,800 as the initial pay scale and resolve existing pay discrepancies.
The Lekhpal cadre has also demanded that the inter-divisional transfer process, which has reportedly remained pending for around eight years, should be started. They said thousands of applications were received in 2025, but the transfer process has not yet been completed.
Pending Promotions and Regularisation
The employees have demanded the release of the pending promotion list for the 2025-26 selection year. They have also sought declaration of departmental examination results and regularisation of newly appointed Lekhpals.
Increase in Allowances
The Lekhpal cadre has also raised demands related to allowances, including:
- Stationery allowance to be increased from Rs 100 to Rs 500
- Vehicle allowance of Rs 1,500
- Special allowance to be increased from Rs 100 to Rs 1,000 per month
Demand for Better Working Facilities
The employees have also demanded the release of Lekhpals attached to Bhulekh offices and other departments. They have sought proper facilities at Gram Sachivalayas and demanded that the Lekhpal post be declared a technical post, along with resources such as laptops and mobile devices.
The Lekhpal cadre said dissatisfaction has been increasing due to the lack of a positive decision on their demands. They warned that if administrative and revenue-related work is affected during the proposed work boycott from October 17, 2026, responsibility for the disruption would lie with the government and the Revenue Council.
