भारत और अमेरिका के बीच चल रही व्यापार समझौता वार्ताओं के बीच एक महत्वपूर्ण घटनाक्रम सामने आया है। अमेरिकी व्यापार प्रतिनिधि (USTR) ने भारत सहित 54 देशों पर 12.5 प्रतिशत अतिरिक्त आयात शुल्क लगाने का प्रस्ताव रखा है। यह प्रस्ताव कथित जबरन श्रम (Forced Labour) से जुड़े आयात उल्लंघनों की जांच के तहत किया गया है।

क्या है Section 301 जांच?
अमेरिका ने मार्च 2026 में Section 301 के तहत जांच शुरू की थी। इस जांच का उद्देश्य विभिन्न देशों की व्यापार नीतियों और जबरन श्रम से जुड़े कथित आयात उल्लंघनों की समीक्षा करना था।
जांच के आधार पर USTR ने भारत सहित लगभग 60 देशों पर अतिरिक्त 12.5 प्रतिशत शुल्क लगाने का प्रस्ताव दिया है। यदि यह लागू होता है, तो भारतीय निर्यातकों पर अतिरिक्त लागत का बोझ बढ़ सकता है।

भारत Section 301 कार्यवाही के तहत अमेरिका के साथ बातचीत कर रहा है। साथ ही 2 फरवरी 2026 को घोषित ढांचा समझौते और 7 फरवरी 2026 के संयुक्त बयान के अनुरूप व्यापार समझौते को अंतिम रूप देने की प्रक्रिया भी जारी है।
सरकार का कहना है कि दोनों देशों के बीच व्यापार समझौते पर बातचीत सकारात्मक दिशा में आगे बढ़ रही है।
व्यापार समझौते पर क्या पड़ेगा असर?
फरवरी 2026 में भारत और अमेरिका ने एक व्यापार समझौते की रूपरेखा की घोषणा की थी। इसके तहत भारतीय निर्यात पर लगने वाले शुल्क को 50 प्रतिशत से घटाकर 18 प्रतिशत करने का प्रस्ताव था।

“India remains engaged with the US on the matter as a part of Section 301 proceedings. India is also parallelly engaged with the US for finalisation of a framework agreement as was announced on 2 February 2026 and in accordance with the joint statement released on 7 February 2026.”
Officials indicated that negotiations on the broader trade framework remain on track despite the tariff proposal.

India and the United States announced a trade agreement framework earlier in February 2026. Under the proposed arrangement, tariffs on Indian exports were reduced from 50% to 18%, providing significant relief to exporters.
