नई दिल्ली, 28 सितंबर 2026। दिल्ली में सर्दियों के दौरान बढ़ने वाले वायु प्रदूषण से निपटने के लिए सरकार ने इस बार पहले से ही तैयारियां शुरू कर दी हैं। Delhi Winter Pollution Plan के तहत पार्किंग शुल्क दोगुना करने, निर्माण और विध्वंस गतिविधियों पर रोक लगाने तथा सरकारी और निजी कार्यालयों में 50 प्रतिशत कर्मचारियों को वर्क फ्रॉम होम देने जैसे कदम उठाए गए हैं।
1 नवंबर से दोगुना होगा पार्किंग शुल्क
दिल्ली में बढ़ा हुआ Parking Charges 1 नवंबर 2026 से लागू होगा। सरकार का उद्देश्य पार्किंग शुल्क बढ़ाकर निजी वाहनों के इस्तेमाल को हतोत्साहित करना और प्रदूषण को नियंत्रित करने में मदद करना है।
50 प्रतिशत कर्मचारियों को Work From Home
सर्दियों के दौरान दिल्ली में सरकारी और निजी कार्यालयों के लिए Work From Home व्यवस्था लागू की जाएगी। 1 नवंबर 2026 से 28 फरवरी 2027 तक कार्यालयों में 50 प्रतिशत कर्मचारी काम करेंगे, जबकि बाकी 50 प्रतिशत कर्मचारी घर से काम करेंगे।
इस कदम का उद्देश्य कार्यालयों तक आने-जाने वाले वाहनों की संख्या कम करना और इसके जरिए वायु प्रदूषण तथा ट्रैफिक दबाव को नियंत्रित करना है।
दिल्ली में कार्यालयों के समय में भी बदलाव
प्रदूषण नियंत्रण योजना के तहत दिल्ली में कार्यालयों के समय में भी बदलाव किया जाएगा। यह व्यवस्था 1 नवंबर 2026 से 28 फरवरी 2027 तक लागू रहेगी।
- MCD के कार्यालय: सुबह 8:30 बजे से शाम 5 बजे तक
- दिल्ली सरकार के कार्यालय: सुबह 10 बजे से शाम 6:30 बजे तक
अलग-अलग समय पर कार्यालय खुलने से एक ही समय में सड़कों पर वाहनों का दबाव कम करने का प्रयास किया जाएगा।
निर्माण और विध्वंस गतिविधियों पर रोक
दिल्ली के Winter Pollution Plan में निर्माण और विध्वंस गतिविधियों पर भी सख्ती की गई है। सरकार के अनुसार इस अवधि में धूल पैदा करने वाली निर्माण एवं demolition activities की अनुमति नहीं होगी।
निर्माण स्थलों से निकलने वाली धूल को दिल्ली के वायु प्रदूषण के प्रमुख स्थानीय स्रोतों में माना जाता है। ऐसे में इस तरह की गतिविधियों पर रोक प्रदूषण नियंत्रण योजना का अहम हिस्सा है।
सर्दियों में क्यों बढ़ता है दिल्ली का प्रदूषण?
सर्दियों के दौरान दिल्ली की हवा की गुणवत्ता अक्सर खराब हो जाती है। वाहनों से निकलने वाले उत्सर्जन के अलावा सड़क और निर्माण की धूल, औद्योगिक गतिविधियां तथा अन्य स्रोत भी प्रदूषण में योगदान करते हैं।
इसके अलावा पंजाब और हरियाणा में पराली जलाने की घटनाओं को भी दिल्ली के सर्दियों के प्रदूषण के कारणों में शामिल किया जाता रहा है। मौसम संबंधी परिस्थितियां भी प्रदूषकों के वातावरण में जमा होने की स्थिति को प्रभावित करती हैं।
पहले भी लागू हो चुकी है Odd-Even Policy
दिल्ली में प्रदूषण कम करने के लिए इससे पहले Odd-Even Policy जैसे उपाय भी लागू किए जा चुके हैं। इस व्यवस्था के तहत अलग-अलग दिनों में विषम और सम नंबर वाली गाड़ियों के संचालन को नियंत्रित किया गया था।
इस बार सरकार ने पार्किंग शुल्क, कार्यालय समय, Work From Home और निर्माण गतिविधियों से जुड़े उपायों पर जोर दिया है।

Delhi Winter Pollution Plan 2026: Parking Charges to Double, 50% Work From Home
New Delhi, September 28, 2026: The Delhi government has announced a series of measures to tackle air pollution ahead of the winter season, when the national capital traditionally witnesses a deterioration in air quality.
Under the Delhi Winter Pollution Plan 2026, parking charges will be doubled from November 1. The government has also announced restrictions on construction and demolition activities and a Work From Home arrangement for government and private office employees.
Parking Charges to Double From November 1
Parking charges in Delhi will be doubled from November 1, 2026 as part of the government’s measures to control winter air pollution.
The move is aimed at discouraging excessive use of private vehicles and encouraging people to consider alternative modes of transportation.
50% Work From Home From November 1
Government and private offices will implement a 50 per cent Work From Home arrangement from November 1, 2026, to February 28, 2027.
Under the plan, 50 per cent of the workforce will work from offices while the remaining 50 per cent will work from home.
The measure is intended to reduce the number of daily commuters and vehicles on Delhi’s roads during the winter pollution season.
Staggered Office Timings in Delhi
The Delhi government will also introduce staggered office timings from November 1, 2026, to February 28, 2027.
The revised timings are:
- Municipal Corporation of Delhi (MCD) offices: 8:30 AM to 5:00 PM
- Delhi government offices: 10:00 AM to 6:30 PM
The staggered timings are expected to spread out traffic movement and reduce congestion during peak hours.
Construction and Demolition Activities to Face Restrictions
The winter pollution plan also includes a ban on construction and demolition activities that generate dust during the specified period.
Construction dust is one of the local sources contributing to Delhi’s air pollution. Restrictions on activities that generate significant amounts of dust are therefore part of the government’s pollution-control measures.
Why Does Delhi’s Air Pollution Worsen in Winter?
Delhi’s air quality often deteriorates during the winter months due to a combination of factors.
Apart from vehicular emissions, pollution can come from road and construction dust, industrial activity and other sources. Crop-residue burning, or stubble burning, in neighbouring states such as Punjab and Haryana has also been identified as one of the factors contributing to Delhi’s winter pollution.
Weather conditions during winter can further influence the accumulation and dispersion of pollutants in the atmosphere.
Delhi Has Previously Used the Odd-Even Policy
Delhi has previously introduced measures such as the Odd-Even Policy to control vehicular emissions during periods of severe air pollution.
Under the system, vehicles with odd and even registration numbers were allowed to operate on designated days.
The latest winter strategy focuses on parking charges, office timings, Work From Home and restrictions on dust-generating construction and demolition activities.
