
भोजपुर। राष्ट्रीय स्वास्थ्य मिशन (NHM) के अंतर्गत कार्यरत संविदा कर्मचारियों ने अपनी लंबित मांगों को लेकर चरणबद्ध आंदोलन शुरू कर दिया है। आंदोलन के तहत बुधवार को प्राथमिक स्वास्थ्य केंद्र भोजपुर में NHM संविदा कर्मचारियों ने काली पट्टी बांधकर काम किया और अपनी मांगों के समर्थन में सांकेतिक विरोध दर्ज कराया।
कर्मचारियों का कहना है कि वे लंबे समय से स्वास्थ्य विभाग की विभिन्न योजनाओं और सेवाओं को जमीनी स्तर तक पहुंचाने में महत्वपूर्ण भूमिका निभा रहे हैं। ग्रामीण क्षेत्रों में स्वास्थ्य सेवाओं के संचालन और विभिन्न स्वास्थ्य कार्यक्रमों को लागू करने में उनकी अहम जिम्मेदारी है। इसके बावजूद उन्हें नियमित कर्मचारियों के समान वेतन, सुविधाएं और सेवा सुरक्षा का लाभ नहीं मिल रहा है।
नियमितीकरण और समान वेतन की मांग
NHM संविदा कर्मचारियों ने नियमितीकरण, समान कार्य के लिए समान वेतन, कैशलेस चिकित्सा सुविधा, महंगाई भत्ता, EPF में नियोक्ता अंशदान, HRA और ग्रेच्युटी का लाभ देने की मांग की है। कर्मचारियों का कहना है कि लंबे समय से सेवा देने के बावजूद उनकी मांगों पर अपेक्षित कार्रवाई नहीं हुई है।
इसके साथ ही कर्मचारियों ने गैर-जनपद एवं पारस्परिक स्थानांतरण नीति बहाल करने और सेवा के दौरान किसी कर्मचारी की मृत्यु होने पर पात्र आश्रित को अनुकम्पा नियुक्ति देने की नीति बनाने की मांग भी उठाई है।
आउटसोर्स कर्मचारियों के समायोजन की मांग
NHM कर्मचारियों ने आउटसोर्स के माध्यम से कार्यरत MCTS, IDSP, HMIS डाटा ऑपरेटर और कोविड-19 कर्मचारियों को जिला स्वास्थ्य समिति में समायोजित करने की मांग की है। इसके अलावा स्वास्थ्य विभाग की नियमित भर्तियों में NHM संविदा कर्मचारियों के लिए 25 प्रतिशत सीटों का कोटा निर्धारित करने की मांग भी रखी गई है।
12 अक्टूबर को लखनऊ में महा धरना
कर्मचारियों के अनुसार 5, 6 और 7 अक्टूबर को काली पट्टी बांधकर विरोध दर्ज कराया जा रहा है। इसके बाद 8 से 11 अक्टूबर तक जिला मुख्यालय पर धरना, कार्य बहिष्कार और विरोध प्रदर्शन प्रस्तावित है। आंदोलन के अगले चरण में 12 अक्टूबर को लखनऊ में प्रदेश स्तरीय महा धरना आयोजित किया जाएगा।
कर्मचारियों ने कहा कि आंदोलन का उद्देश्य स्वास्थ्य सेवाओं को बाधित करना नहीं है, बल्कि शासन का ध्यान वर्षों से लंबित मांगों की ओर आकर्षित करना है। उन्होंने शासन से मांगों पर जल्द सकारात्मक निर्णय लेने की अपील की है। कर्मचारियों ने चेतावनी दी कि निर्धारित समय में कार्रवाई नहीं होने पर पूर्व निर्धारित कार्यक्रम के अनुसार आंदोलन को आगे बढ़ाया जाएगा।
NHM Contract Employees Protest in Bhojpur, Demand Regularisation and Equal Pay
Bhojpur: Contract employees working under the National Health Mission (NHM) have started a phased protest over their long-pending demands. As part of the agitation, NHM employees at the Primary Health Centre (PHC) Bhojpur wore black bands while performing their duties on Wednesday and staged a symbolic protest.
The employees said they have been playing an important role in implementing various health department schemes and services at the grassroots level for several years. They are particularly involved in delivering and supporting healthcare services in rural areas. However, they claimed that despite their responsibilities, contract employees are not receiving the same salary, facilities and job security as regular employees.
NHM Employees Demand Regularisation and Equal Pay
The NHM employees have demanded regularisation, equal pay for equal work, cashless medical facilities, dearness allowance, employer contribution to EPF, HRA and gratuity benefits.
They also demanded restoration of the inter-district and mutual transfer policy for NHM employees. Another key demand is the introduction of a policy for providing compassionate appointment to eligible dependents in case of an employee’s death during service.
Demand to Absorb Outsourced Health Workers
The employees have also demanded that MCTS, IDSP, HMIS data operators and COVID-19 workers engaged through outsourcing be adjusted under the District Health Committee.
They further demanded that 25% of seats in regular health department recruitments be reserved for NHM contractual employees, citing their experience and continued service in the health sector.
District-Level Protest Followed by State-Level Demonstration
According to the employees, the protest through black bands is being observed on October 5, 6 and 7. From October 8 to 11, they have proposed a protest, sit-in and work boycott at the district headquarters.
The next phase of the agitation will be a state-level mega protest in Lucknow on October 12, where NHM employees from across Uttar Pradesh are expected to participate.
The employees said their objective is not to disrupt healthcare services but to draw the government’s attention to their long-pending demands. They appealed to the authorities to take a positive decision at the earliest and said that if their demands are not addressed within the stipulated period, the protest will be intensified according to the previously announced programme.
