
नई दिल्ली: भारत BRICS देशों के बीच सीमा-पार भुगतान को बढ़ावा देने के लिए केंद्रीय बैंक डिजिटल करेंसी (CBDC) के इस्तेमाल का प्रस्ताव रख सकता है। रिपोर्ट के अनुसार, इस पहल का उद्देश्य अंतरराष्ट्रीय लेनदेन को आसान और सस्ता बनाना तथा पारंपरिक बैंकिंग माध्यमों पर निर्भरता कम करना है।
इस साल BRICS की अध्यक्षता भारत के पास है। ऐसे में प्रधानमंत्री नरेंद्र मोदी सदस्य देशों के बीच द्विपक्षीय व्यापार के निपटान के लिए केंद्रीय बैंक समर्थित डिजिटल करेंसी के इस्तेमाल के पक्ष में हैं।
हालांकि, भारत BRICS देशों के लिए एक साझा और एकीकृत भुगतान नेटवर्क बनाने के प्रस्ताव का समर्थन करने से फिलहाल बच रहा है।
BRICS देशों के बीच CBDC से सीमा-पार भुगतान की तैयारी
भारत का प्रस्ताव BRICS देशों की केंद्रीय बैंक डिजिटल करेंसी को आपस में जोड़ने पर केंद्रित है। इससे सदस्य देशों के बीच सीमा-पार लेनदेन को अधिक सीधे तरीके से पूरा करने में मदद मिल सकती है।
CBDC आधारित व्यवस्था से अंतरराष्ट्रीय भुगतान में शामिल बिचौलियों की संख्या कम हो सकती है। इससे लेनदेन की लागत घटाने और भुगतान प्रक्रिया को तेज करने में भी मदद मिल सकती है।
BRICS के सदस्य देश लंबे समय से आपसी वित्तीय और भुगतान प्रणालियों को बेहतर तरीके से जोड़ने पर चर्चा कर रहे हैं।
एकीकृत BRICS पेमेंट सिस्टम को लेकर भारत सतर्क
भारत डिजिटल करेंसी के जरिए द्विपक्षीय व्यापार को बढ़ावा देने के पक्ष में है, लेकिन नई दिल्ली एक साझा BRICS भुगतान प्रणाली को लेकर सतर्क है।
सूत्रों के मुताबिक, भारत नहीं चाहता कि ऐसी व्यवस्था को वैश्विक वित्तीय प्रणाली या अमेरिकी डॉलर को चुनौती देने वाली पहल के रूप में देखा जाए।
एक साझा BRICS भुगतान नेटवर्क बनने की स्थिति में समूह को स्पष्ट रूप से अमेरिका विरोधी या पश्चिम विरोधी ब्लॉक के तौर पर देखा जा सकता है।
SWIFT पर निर्भरता कम करने की कोशिश
BRICS देश सीमा-पार भुगतान के लिए अपनी मौजूदा भुगतान प्रणालियों को जोड़ने के तरीकों पर भी काम कर रहे हैं। इसका एक उद्देश्य वैश्विक SWIFT नेटवर्क पर निर्भरता कम करना है।
रूस के यूक्रेन पर हमले के बाद 2022 में कई रूसी बैंकों को SWIFT से बाहर किए जाने के बाद इस मुद्दे को और अधिक महत्व मिला।
इसके बाद BRICS देशों के बीच ऐसे भुगतान विकल्प विकसित करने पर चर्चा बढ़ी है, जो सदस्य देशों को आपसी व्यापार में अधिक वित्तीय स्वतंत्रता दे सकें।
भारत की CBDC योजना का क्या मतलब है?
भारत का रुख एक नई BRICS भुगतान प्रणाली बनाने के बजाय अलग-अलग केंद्रीय बैंक डिजिटल करेंसी के बीच इंटरऑपरेबिलिटी विकसित करने की दिशा में दिखाई देता है।
इस व्यवस्था में देश अपनी-अपनी केंद्रीय बैंक समर्थित डिजिटल करेंसी का इस्तेमाल जारी रख सकते हैं और इसके बावजूद सीमा-पार भुगतान को अधिक आसान बनाया जा सकता है।
भारत के लिए यह मॉडल अंतरराष्ट्रीय व्यापार में अधिक विकल्प उपलब्ध करा सकता है, जबकि मौजूदा वैश्विक भुगतान ढांचे के साथ सीधे टकराव से भी बचा सकता है।
नई दिल्ली में BRICS शिखर सम्मेलन
इस साल BRICS की अध्यक्षता भारत कर रहा है। ऐसे में नई दिल्ली में होने वाला आगामी नेताओं का शिखर सम्मेलन समूह के आर्थिक और वित्तीय एजेंडे के लिए महत्वपूर्ण माना जा रहा है।
रिपोर्ट के अनुसार, शिखर सम्मेलन में एकल BRICS भुगतान और निपटान प्रणाली पर समझौता होने की संभावना कम है।
इसके बजाय, सदस्य देशों के बीच सीमा-पार भुगतान को बेहतर बनाने और केंद्रीय बैंक डिजिटल करेंसी के क्षेत्र में सहयोग बढ़ाने पर जोर दिया जा सकता है।
India To Pitch RBI-Backed Digital Currencies For BRICS Payments
New Delhi: India is set to propose expanding the use of central bank digital currencies (CBDCs) for cross-border payments among BRICS nations, according to a report. The proposal aims to make international transactions cheaper and reduce dependence on traditional banking channels.
With India chairing BRICS this year, Prime Minister Narendra Modi is backing the use of central bank-backed digital currencies to settle bilateral trade between member countries, people familiar with the discussions said.
However, India is unlikely to support the creation of a single BRICS-wide payment settlement network at the upcoming leaders’ summit in New Delhi.

A bloc-wide payment network could potentially be interpreted as positioning BRICS as an explicitly anti-dollar or anti-Western group.

BRICS countries have been working on ways to connect their existing payment systems and make cross-border transactions less dependent on the SWIFT international payment network.
The issue gained greater attention after several Russian banks were disconnected from SWIFT following Russia’s invasion of Ukraine in 2022.
The discussions have therefore increasingly focused on developing payment mechanisms that could provide BRICS members with greater financial independence while facilitating trade between participating countries.

India’s approach appears to favor interoperability between central bank digital currencies rather than the creation of a completely new BRICS payment network.
